For example, Indra is the king of the celestial abodes and is the god of rain and thunder. Agni is the god of fire. They are all material beings. Sattva Guna of Maya is predominant in the devatas. They possess superhuman powers, and their weaponry and knowledge far exceeds that of human beings. Since they too are under the control of maya, they suffer from mental afflictions.
They have one more disadvantage that makes this form highly undesirable for human beings. This yoni is only for enjoying the fruits of past lives. One cannot do bhakti in these forms and improve their future lives.
