Unlike the Vedas (which are eternal and emerged from God), smriti refers to scriptures composed by God-realised Saints. These sages wrote these texts based on their direct spiritual experience and their memory of divine truths revealed in the Vedas. For example, Manu wrote the Manu Smriti. The Gita is also called Smriti.
